ज़िंदाबाद!

भूमि अधिकार आन्दोलन के सदस्यों  द्वारा २६ जुलाई २०२३ को दिल्ली में आयोजित मीटिंग में किया गया था जिसमें सर्वसम्मति से भूमि अधिकार आन्दोलन का आगामी राष्ट्रीय अधिवेशन मध्यप्रदेश में सितंबर के महीने में होना पारित किया गया।

इसके पश्चात हमारे मध्यप्रदेश के साथियों के द्वारा इस महत्वपूर्ण अधिवेशन को *26 और 27 सितंबर को भोपाल* में करने का सुझाव प्रस्तावित किया गया | इस प्रस्ताव को मध्यप्रदेश, छत्तीसगढ़ और राजस्थान के विधानसभा चुनाव के मद्देनजर भावनात्मक रूप से सहृदय स्वीकार किया गया | मध्यप्रदेश, छत्तीसगढ़ और राजस्थान में होने वाले  विधानसभा चुनावों के मद्देनज़र भोपाल में  राष्ट्रीय अधिवेशन का आयोजन बहुत ही महत्व रखता है जोकि पूरे भारत में हो रहे जबरन भूमि अधिग्रहण के विरोध में उठ रही आवाजों को मज़बूती से आगे बढ़ाने और साझा समन्वय बनाने में महत्वपूर्ण मंच प्रदान करेगा| 

इस अधिवेशन में देश भर के विभिन्न राज्यों में भूमि और जंगल के अधिकारों को ले कर चल रहे संघर्षों में सक्रिय भागीदारी वाले विभिन्न जन आन्दोलनों के प्रतिनिधियों की उपस्थिति रहेगी | कॉर्पोरेट हितों के लिए केंद्र सरकार के साथ मिलकर किए जा रहे जबरन भूमि अधिग्रहणों के बरक्स सामना करने, अनुभव साझा करने और साथ आने का ये सबसे ज़रूरी समय है। | 2013 के मौजूदा भूमि अधिग्रहण अधिनियम को अफसोसजनक रूप से राज्य सरकारों द्वारा स्थानीय समुदायों के अधिकारों को खतरे में डालने के लिए नजरअंदाज कर दिया गया है। यह भी अनुभव किया गया है कि सरकार अपनी पूरी एड़ी-चोटी का ज़ोर लगा कर जनवादी क़ानूनों जैसे कि पेसा, वन अधिकार अधिनियम को लगातार कमजोर कर रही है |       

उन क्षेत्रों में जहाँ पर ज़मीनें अन्यायपूर्ण ढंग से ले ली गयी हैं हम ने देखा है कि स्थानीय समुदाय इस अधिग्रहण के विरोध में बहादुरी से प्रतिरोध कर रहे है | भूमि अधिकार आन्दोलन इस तरह के स्थानीय आन्दोलनों की मजबूती से वकालत करता है और यह भी सुनिश्चित करता है कि ये आवाजें साझा समन्वय के साथ और भी मजबूत हों। दिल्ली में आयोजित पिछले साल के राष्ट्रीय अधिवेशन में लिए गए निर्णय के मुताबिक पिछले एक साल में भूमि अधिकार आन्दोलन ने देश भर के विभिन्न क्षेत्रों में जबरन भूमि अधिग्रहण के कई घटनाओं को संकलित किया है | इस विस्तृत संकलन को भोपाल अधिवेशन में प्रस्तुत किया जायेगा जो भूमि अधिकार के तहत देश भर में चल रहे संघर्षों की व्यापक समझ और उसको लेकर साझा रणनीति बनाने में मदद करेगा।।   

यह अधिवेशन देश भर में चल रहे ऐसे तमाम  जन-संघर्षों के प्रतिनिधियों द्वारा उनके संघर्षों की और गहरी जानकारी साझा करने का मंच प्रदान करेगा | पिछले चार वर्षों में जल, जंगल, ज़मीन से संबन्धित तमाम क़ानूनों में लगातार संशोधनों किए गए हैं, जिसने ग्राम सभाओं सहित स्थानीय समुदायों और स्थानीय शासन निकायों की शक्तियों को कानूनी रूप से कमजोर करने का काम किया है। भूमि अधिकार आन्दोलन और देश भर के तमाम जन-आंदोलन बिना साझा विमर्श के किए जा रहे इन कॉर्पोरेटपरस्त संशोधनों पर संसदीय समितियों के समक्ष अपने सुझावों को रखने के साथ-साथ ज़मीन पर इन जन-विरोधी संशोधनों के खिलाफ अपने विरोध के साथ लगातार सक्रिय रहे हैं।  

यह जरूरी है कि हम कॉरपोरेट हित में, जन-विरोधी संशोधनों पर व्यापक बात-चीत के लिए खुली चर्चा में शामिल हों। जैव विविधता अधिनियम, वन संरक्षण अधिनियम, वन्यजीव अधिनियम और खनन अधिनियम जैसे अधिनियमों ने गंभीर चिंताएँ बढ़ाई हैं, और हमें इन मामलों पर साझा समझ और रणनीति बनाने के लिए  सामूहिक रूप से विचार-विमर्श करना चाहिए। *भूमि अधिकार आंदोलन का 26-27 सितंबर को भोपाल* में प्रस्तावित राष्ट्रीय अधिवेशन इन चुनौतियों पर विचार-विमर्श करने और एक साझा रणनीति बनाने का काम करेगा। अधिवेशन में सत्तारूढ़ एनडीए सरकार द्वारा लागू की गई प्रतिकूल नीतियों के बारे में नागरिकों के बीच जागरूकता बढ़ाने की रणनीतियों पर विचार-विमर्श भी एक मुख्य विषय होगा।

उम्मीद है कि आप सभी इस महत्वपूर्ण अधिवेशन  में ज़रूर शामिल होंगे।

We are excited to inform you about the upcoming milestone event that has been planned following the fruitful meeting of Bhumi Adhikar Andolan (BAA) members on the 26th of July in Delhi. It has been unanimously decided that the forthcoming *National Convention will take place on the 26th and 27th of September 2023 in Madhya Pradesh.*

Subsequently, our fellow comrades from Madhya Pradesh have put forward the suggestion to host this significant convention in Bhopal. This proposal has been embraced wholeheartedly, taking into consideration the proximity of assembly elections in Madhya Pradesh, Chhattisgarh, and Rajasthan. Organizing the national convention at this juncture holds immense relevance as it provides a crucial platform to amplify our collective voice against the pervasive issue of forced land acquisitions across India.

This convention will draw the participation of representatives from various people’s movements that are actively engaged in the fight for land and forest rights across different states of our India. It is a pivotal opportunity to forge alliances, share experiences, and collectively strategize to combat the ongoing land grab issues perpetuated by corporate interests, often in collusion with state governments. The existing Land Acquisition Act of 2013 has regrettably been bypassed by states governments to jeopardize the rights of local communities. It was also observed that the government has been trying tooth and nail to dilute the essence of pro-people Forest Rights Act 2006.

In the regions where land is being unjustly taken away, we have witnessed local communities mounting valiant resistance against this encroachment. The BAA has steadfastly advocated for empowering these local struggles and ensuring their voices are not silenced. Over the past year, a dedicated secretariat within the BAA has documented the various instances of forced land acquisitions across different regions. This comprehensive compilation of information will be presented at the Bhopal Convention, where it will serve as the foundation for discussions and the formulation of effective strategies.

The Convention will provide a platform for representatives from identified regions to share in-depth insights into their respective struggles. The last four years have seen a disturbing trend of amendments that weaken the power of communities and local governance bodies, including gram sabhas, in matters related to water, forests, and land. These challenges have not gone unnoticed by mass organizations and the BAA, which has consistently engaged in parliamentary processes to voice our concerns.

It is imperative that we engage in open discussions to address the amendments that have been made in favor of corporate interests, often at the expense of the public good. Acts such as the Biodiversity Act, Forest Conservation Act, Wildlife Act and Mining Act have raised serious concerns, and we must collectively deliberate on these matters to formulate a cohesive response. The Convention will serve as a platform to deliberate on these challenges and establish a unified strategy to confront them. We will also focus on strategies to raise awareness among citizens about the adverse policies implemented by the ruling NDA government.
